Is the Global Warming Hysteria Killing Environmentalism?

Of late, I have been getting the strongest sense that the global warming hysteria is sucking all the oxygen out of the rest of the environmental movement.  Quick, what is the last environment-related article you read that didn't mention global warming?

Here is an example:  I give a lot of my charity money to groups like The Nature Conservancy, because I personally value preservation of unique areas and habitats and I don't sit around waiting for the government to do it for me.  But it has become almost impossible of late to drum up enthusiasm from contributors for such causes, unless the land can be labeled a carbon-sink or something.  In fact, the global warming hysteria has really been a disaster for private land conservation because it has caused politicians to subsidize ethanol.  This subsidy is bringing much more wild land into cultivation in this country and has been the single biggest driver for deforestation in the Amazon over the last decade. 

Or take China.  China's cities are an unhealthy mess.  But focus on global warming has led environmentalists to take the position with China they have to stop coal combustion and growth in auto-miles entirely.  This is a non-starter.  There is no WAY they are going to do this.  But it is much more achievable to start getting China focused on a Clean-Air-Act type of attack on vehicle and coal plant emissions of real pollutants like SO2.   China could be made much more healthy, as the US has done over the last 30-60 years, but instead of working with China to get healthier, the focus is on getting them to shut down their growth altogether.

The UPI published a survey of people's environmental priorities:

  1. drinking water
  2. pollution of rivers, lakes, and ecosystems
  3. smog
  4. forest preservation
  5. acid rain
  6. tropical rain forests
  7. national parks
  8. greenhouse emissions
  9. ozone layer
  10. nature around "my" home
  11. urban sprawl
  12. extinction.

I feel like #1 is overblown based on a lot of media scare stories, but most of the top 6 or 7 would all be things I would rank well above global warming fears as well.  There are still real issues to be dealt with in these areas which can have far more of a positive impact on health and quality of living than CO2 abatement, but they are being suffocated by global warming hype.

Solar Has A Ways to Go

I have not ever been able to make solar installation on my house get a reasonable payback, even with rising electricity rates, the best location in the country for solar, and huge government subsidies.  Large solar installations remain a publicity stunt, a sort of really expensive indulgence bought to garner the "green" title:

operating costs:  not provided
annual electricity savings:  $15,000
return on investment (ignoring operating costs and interest):  1.7%

Solar is still a fine toy for the rich and public figures like Al Gore looking to disguise their true carbon footprint.  But the economics aren't there yet for big boy investors -- its still off by an order of magnitude, at least.

Hopefully, this will change as high energy prices encourage innovation.

Why Is "Big Soybean" Getting A Pass?

Would an oil company get roasted for this or what:

Call it a soybean spat. The University of
Minnesota isn't going to receive any research funding from the state's
soybean growers council until the two parties have a heart-to-heart
talk next week.

The Minnesota Soybean Research and Promotion Council voted to
temporarily suspend its financial support after a study co-authored by
U researchers in the journal Science said increased use of biofuel
crops like corn and soybeans could worsen global warming, not lessen
it.

The council typically picks up the tab for $1 million to $2
million a year for research on such things as how to increase soybean
yields and how to improve marketing, said Jim Palmer, president of the
Minnesota Soybean Growers Association.

The funding relationship has gone on for decades and was good until now, both the growers and the university said.

The study, published Feb. 7 by the University of Minnesota and
the Nature Conservancy, an environmental advocacy group, warned that
converting prairie or peatland to cropland for corn and soybeans would
release more carbon stored in plants and the ground as carbon dioxide,
the main greenhouse gas that contributes to global warming.

My dad is a University of Iowa grad and has tried for years to get them to demonstrate a higher quality of scholarship around the ethanol issue.  Good freaking luck.

Food-Miles: Most Moronic Metric Ever?

For some reason, a group of people on this earth have convinced themselves that food-miles, or the distance food had to travel from the farm to the table, is somehow relevant to the environment.   Food-miles is one of the best examples of the very common environmental practice of looking at a single factor out of context of the entire system. I have written about the food-miles stupidity before.

We actually have a name for the system in which food-miles are reduced to their theoretical minimum:  Subsistence farming.  It used to be that most food was grown just a few feet from the table where it was eventually eaten because nearly everyone was a subsistence farmer (or hunter or gatherer).  We abandoned this system, and thereby increased food miles, for a number of reasons:

  • It is very inefficient, not just from labor inputs but from a land use standpoint as well.  Some places are well suited to potato or rice production and others are less so.  It makes a ton of sense to grow things on soils and in climates where they are well-suited rather than locally everywhere. 
  • It doesn't work very well in a lot of areas.  Subsistence farming here in Arizona is not very practical, and would use a ton of water
  • It leads to starvation.  Even rich countries like France were experiencing periodic famines just 150 years ago or so.

But the main reason food miles and local subsistance farming is stupid is that it has nothing to do with environmental health.  Everyone looks at the energy to transport food, but no one looks at the extra energy cost (not to mention the land use cost) of growing food locally in climates and soils to which the food is not well-suited.  To this point:

European consumers shunning imported food supposedly to limit climate
change should not make African farmers a scapegoat, a Brussels
conference has been told.

In Britain, several supermarkets have
begun labelling products flown into the country with stickers marked
"air-freighted," to reflect concern about the contribution of aviation
to global warming.

But Benito Müller, a director at the Oxford
Institute for Energy Studies, dismissed the concept of food miles as
"an extremely oversimplified indicator" of ecological impact.

Saying
he was "really angry" with the implicit message that agricultural
produce from Africa should be avoided, Müller claimed that less
greenhouse gas emissions are often emitted from the cultivation and
transport of such goods than they would be if grown in Europe.

Strawberries
imported from Kenya during the winter, he maintained, have a lower
"carbon footprint," a measure to ascertain the effect of a method of
production on the environment "” than those grown in a heated British
greenhouse, even when their transport by air from Africa is taken into
account.

First Question: Ask About the Energy Balance

Over the coming months and years, you are going to see a ton of stories like this for somehow storing or reprocessing CO2:

 

If two scientists at Los Alamos National Laboratory are correct,
people will still be driving gasoline-powered cars 50 years from now,
churning out heat-trapping carbon dioxide into the atmosphere "” and yet
that carbon dioxide will not contribute to global warming.

The scientists, F. Jeffrey Martin and William L. Kubic Jr., are
proposing a concept, which they have patriotically named Green Freedom,
for removing carbon dioxide from the air and turning it back into
gasoline.

The idea is simple. Air would be blown over a liquid solution of
potassium carbonate, which would absorb the carbon dioxide. The carbon
dioxide would then be extracted and subjected to chemical reactions
that would turn it into fuel: methanol, gasoline or jet fuel.

This process could transform carbon dioxide from an unwanted,
climate-changing pollutant into a vast resource for renewable fuels.
The closed cycle "” equal amounts of carbon dioxide emitted and removed
"” would mean that cars, trucks and airplanes using the synthetic fuels
would no longer be contributing to global warming.

Although they have not yet built a synthetic fuel factory, or even a
small prototype, the scientists say it is all based on existing
technology.

You are going to see a ton of stories like this from academia because academics respond to incentives like everyone else -- faced with billions of dollars available for funding research into carbon-neutral technologies, they are going to publicly promote their ideas in an attempt to garner this funding.

The first question you should always ask is about the energy balance.  I am sure that this is technically possible.  Today we can create hydrogen fuel from sea water, but it is atrociously expensive from an energy standpoint.  The problem, then, is whether it makes any sense from a cost and energy balance point of view.  This is a good hint that it does not:

Even with those improvements, providing the energy to produce gasoline
on a commercial scale "” say, 750,000 gallons a day "” would require a
dedicated power plant, preferably a nuclear one, the scientists say.

We have to be suspicious that the carbon benefits come from the nuclear plant they require, not the process itself.  In fact, one is left to wonder why we would go through so much effort at all rather than just charge electric cars directly from the nuclear plant.  My sense is we are much closer on battery technology than on this stuff.

 

Carbon Tax vs. Cap and Trade

I don't believe man-made global warming is substantial enough or catastrophic enough in its effects to warrant expensive public action.  But if we did feel the need to do something, John Tierney echoes a theme I have been sounding for a while (emphasis added):

The CBO report concludes that a tax on carbon emissions "would be
the most efficient incentive-based option for reducing emissions and
could be relatively easy to implement. If it was coordinated among
major emitting countries, it would help minimize the cost of achieving
a global target for emissions by providing consistent incentives for
reducing emissions around the world." But the major presidential
candidates aren't supporting such a tax, and the few proposals on
Capitol Hill to impose a tax are not expected to go anywhere anytime
soon.

Instead, the candidates and most legislators prefer to talk about
cap-and-trade schemes like the Kyoto protocol. These schemes have the
great political advantage of hiding the costs from consumers and
voters, but they cost more and accomplish less.
The CBO calculates that
the net benefits of a tax would be five times higher than for a
cap-and-trade with inflexible targets. A more flexible cap-and-trade
system wouldn't be quite as bad a deal economically, but it would
create all sorts of political temptations for doling out exemptions and
subsidies to well-connected industries and companies.

Cap and Rent-Seek

Just the other day, I made the point that just because regulated corporations support a regulation does not mean that said regulation is sensible or good for the economy.  Often, incumbents are beneficiaries of industry regulation, which tends to give them certain advantages over new entrants.  I showed an example with General Electric and the new energy bill regulating light bulbs:

we see that GE has a product sitting on the shelf ready for release
that fits perfectly with the new mandate.  Assuming competitors don't
have such a technology yet, the energy bill is then NOT a regulation of
GE's product that they reluctantly bow to, but a mandate that allows GE
to keep doing business but trashes their competition.  It is a market
share acquisition law for GE.

Marlo Lewis makes a similar point, this time in relation to cap and trade systems:

I can't count how many times I've heard that line of
chatter"”and from people who usually assume anything corporations are
for must be bad!
 
There are many reasons some corporations
support cap-and-trade, or at least say nice things about it in public.
Some companies seek the PR value from looking green....
 
But in the case of energy companies, many who support
cap-and-trade do so in the expectation that they'll get a boatload of
carbon permits from the government"”for free!
 
Permits represent an artificial, government-created
scarcity in the right to produce energy. The right to produce energy is
very valuable, especially where government restricts it. The tighter
the cap, the more valuable each permit traded under the cap.
And this is a major problem with cap and trade that no one talks about:  It is a huge government subsidy and protection of existing competitors against new entrants.  Because in most systems, current competitors receive a starting allotment of credits for free, but new entrants who want to start up and compete against existing companies must purchase their credits.  This is tolerated in Europe, because that is how the European quasi-corporate-state works, with politicians and large corporations in bed together to protect each others' incumbency.  But it creates a stagnating economic mess, ironically locking in place the very companies and business models environmentalists would like to see overtaken by new ideas and entrants.

Frequent readers know that I am not convinced the costs of man-made global warming exceed the costs of abating such warming.  However, if we are going to do so, a carbon tax makes so much more sense, in that it avoids the implicit subsidies of incumbents and reduces the opportunities for rent-seeking and political shenanigans.  Politicians, however, live for these rent-seeking opportunities, because they generate so many campaign contributions.  They also favor hidden taxes, as cap-and-trade would be, over direct taxes, such as the carbon tax, because they are, well, gutless.

Fuel Without the Fossil

A number of years ago I read The Deep Hot Biosphere by Thomas Gold because I was working on a novel which included extremophile bacteria.  Gold's premise was that some/many/most underground hydrocarbons were actually produced underground from methane deep in the earth that is converted by underground bacteria to longer-chain hydrocarbons as they move toward the surface.    Many thought gold to be a quack, including most in the oil industry, but I thought his hypothesis at least intriguing enough to test.  Which someone apparently has:

An article in Science today seems to suggest that the abiotic theory is correct. In a fairly dense article entitled "Abiogenic Hydrocarbon Production at Lost City Hydrothermal Field,"
researchers Proskurowski et al., find evidence of the abiogenic
formation of short-hydrocarbon chains in an area where hydrocarbons
would not otherwise be able to form by the biogenic theory. What
Proskurowski et al. identified was the formation of carbon chains 1 to
4 carbon atoms in length, with shorter chains forming deeper, and with
isotopic signatures ruling out biogenic origins. The conclusion of the
article is as follows: "Our findings illustrate that the abiotic
synthesis of hydrocarbons in nature may occur in the presence of
ultramafic rocks, water, and moderate amounts of heat."

My sense is that we may now say a fraction of oil is abiogenic, but are a long way from saying that any serious percentage is of non-fossil sources.  But it is interesting.

Clintons: Welcome to 1905

Bill Clinton is at least honest to some extent in saying that cutting back on CO2 emissions will requires us to throttle back the economy:

In a long, and interesting speech, he [Bill Clinton] characterized what
the U.S. and other industrialized nations need to do to combat global
warming this way: "We just have to slow down our economy and cut back
our greenhouse gas emissions 'cause we have to save the planet for our
grandchildren."

But how much?  Activists try to make the average person feel like the amount is "not much" by spinning out rosy stories of 3rd graders fighting global warming by recycling.  But in fact Bill's wife Hillary makes the degree of cuts clearer:

...[Clinton's] plan would reduce greenhouse gas emissions by 80 percent from 1990 levels by 2050 to avoid the worst effects of global warming...

And recognize, this is the typical figure being cited by global warming catastrophists for "necessary" US cuts.  So how much is 80%?  With current technology, an almost unimaginable cut.  Its hard to get good Co2 data, but here is a chart from some place called the Carbon Dioxide Information Analysis Center that purports to show US historic CO2 production from man-made sources:

The chartsmanship sucks here, but 1990 looks like about 1.35 billion metric tons.  20% of that would be 0.27 billion metric tons.  That appears to be the level we hit in about ... 1905.  So, apparently without using nuclear power (since Clinton opposed nuclear expansion in one of the debates, I think in Nevada)  she wants us in the next 42 years to get back to the energy production of about 1905.  Now this is a bit unfair, since efficiencies and GDP per ton of CO2 have improved substantially since 1905.  So to be fair she may only want to take us back to about 1930.

While this is scary, what Clinton and other global warming crusaders want to do to the third world is even scarier.  Right now, close to a billion people who have been in poverty forever are posed, via growth in China, India, and SE Asia, to finally exit poverty.  Global warming crusaders want this to stop.  For example, here is the former World Bank chief economist Nicholas Stern says that India must stay poor:

Mr
Stern, the former chief economist of the World Bank, sends out a very
clear message: "We need to cut down the total amount of carbon
emissions by half by 2050." At current levels, the per capita global
emissions stand at 7 tonnes, or a total of 40-45 gigatonnes. At this
rate, global temperatures could rise by 2.5-3 degrees by then. But to
reduce the per capita emissions by half in 2050, most countries would
have to be carbon neutral. For instance, the US currently has, at 20-25
tonnes, per capita emissions levels that are three times the global
average.

The European Union's emission levels stand at 10-15
tonnes per capita. China is at about 3-4 tonnes per capita and India,
at 1 tonne per capita, is the only large-sized economy that is below
the desired carbon emission levels of 2050. "India should keep it that way and insist that the rich countries pay their share of the burden in reducing emissions," says Mr Stern.

No cars for these folks either!

An Environmental Plea

If the word "environmentalist" wasn't so corrupted, I would consider myself to be one.  For years, the main charity I have supported with my money and my advocacy has been private land trusts like The Nature Conservancy.  Just because I don't think that governments should quash individual rights to force people not to develop their own land does not mean that I don't think certain pieces of land are worth protecting from development.  But I do it the old-fashioned way -- I and others spend money to buy that land.  Here is more on why I (mostly) like  groups like the Nature Conservancy and here is a post wherein I lament the shift in charity from spending your money to achieve goals to spending money to lobby the government to force other people to achieve your goals.

Of course, my claim to be an environmentalist just because I, you know, spend my money and time on private conservation efforts would be laughed off because I take the wrong stand on certain litmus test environmental issues (e.g. global warming, of course).  In this world, someone who buys a silly and environmentally worthless $19.99 carbon offset has more environmental street-cred than I do.

So I guess it is nice, at least for once, to be in agreement with those "real" environmentalists:

The government's bid to make fuel consumption more environmentally
friendly will involve petrol and diesel being mandatory blended with
2.5pc biofuel from this April and the country's leading supermarket
chain is aiming to use twice this amount at over 300 of its petrol
stations.

But campaigners believe this is not the green alternative people think they are getting.

Jenn
Parkhouse from Norwich Friends of the Earth said: "From April, people
will have no choice but to contribute to the destruction of forests,
the eviction of small farmers and rising food prices which will mean
more hunger.

"More and more people now realise the need for a
strong movement to stop the destruction caused by the biofuel industry
and the legislation which encourages it."

More on Burying Christmas Trees

A few weeks ago I argued that if we really thought that CO2 was the biggest threat to the environment (a proposition with which I do not agree) we should not recycle paper or Christmas trees - we should wrap them in Saran Wrap and bury them.  Earlier I wrote this:

Once trees hit their maturity, their growth slows and therefore the
rate they sequester CO2 slows.  At this point, we need to be cutting
more down, not less, and burying them in the ground, either as logs or
paper or whatever.  Just growing forests is not enough, because old
trees fall over and rot and give up their carbon as CO2.  We have to
bury them.   Right?

I was being a bit tongue-in-cheek, trying to take CO2 abatement to its illogical extreme, but unfortunately the nuttiness of the environmental movement can outrun satire.  These folks advocate going into the forests and cutting down trees and burying them:

Here a carbon sequestration strategy is proposed in which certain dead
or live trees are harvested via collection or selective cutting, then
buried in trenches or stowed away in above-ground shelters. The largely
anaerobic condition under a sufficiently thick layer of soil will
prevent the decomposition of the buried wood. Because a large flux of
CO2 is constantly being assimilated into the worldas forests via
photosynthesis, cutting off its return pathway to the atmosphere forms
an effective carbon sink....

Based on data from North American logging industry, the cost for wood
burial is estimated to be $14/tCO2 ($50/tC), lower than the typical
cost for power plant CO2 capture with geological storage. The cost for
carbon sequestration with wood burial is low because CO2 is removed
from the atmosphere by the natural process of photosynthesis at little
cost. The technique is low tech, distributed, easy to monitor, safe,
and reversible, thus an attractive option for large-scale
implementation in a world-wide carbon market

Its a little scary to me that I can anticipate this stuff.

Christmas Tree Recycling

Most cities offer Christmas tree recycling, which for most people just means they haul the brittle, dried-up skeleton of their tree back onto the roof of their car and dump it in some big collection area.  The city then grinds up the trees and uses them for mulch, and infinitely more elegant solution than burying them all in a landfill.

Or is it?

If I were to care about limiting CO2, wouldn't I advocate for wrapping all of those trees in Saran Wrap and burying them in the deepest hole I could find?  Decaying Christmas tree mulch will eventually give up its carbon back to the atmosphere as CO2, or, theoretically worse, trace amounts of methane.  Aren't the holidays a perfect opportunity to sequester all that carbon underground?  While global warming catastrophists argue that young, growing forests sequester carbon from the atmosphere, what they do not mention is that older forests do the opposite, as new tree growth has flattened out and older trees are dying and decaying.  If we really wanted to sequester carbon via forests, we would cut down all the old growth forests and bury the logs, while planting new fast growing saplings.  While no one would advocate for such an approach, the next best approach is to cut down lots of trees and build long-lived houses out of them.

The New Energy Bill

If you want to have mood lighting in your house that dims and doesn't turn everything a weird color, then go out and stock up on light bulbs today because the new energy bill just passed**.  I have already blogged plenty about the stupid stuff in this bill, but apparently Kevin Drum thinks its a good step.  I don't see how anyone of any political stripe can see this as a good bill.  Its just stupid in so many ways.  Yes, I understand as a libertarian, my energy bill would look like:

  1. get out of the way

But I can for a moment place myself in a position where I would imagine being worried about CO2 and dependence on fossil fuels.  For someone who really cares about these things, here is what a rational energy plan would look like:

  1. large federal carbon tax, offset by reduction in income and/or payroll taxes
  2. streamlined program for licensing new nuclear reactors
  3. get out of the way

** I personally have replaced most of the bulbs in my house, out of rational economic self-interest, with CF bulbs.  However, there are about 6 where CF's just won't do the job I need and about 6 more (3 above my shower and 3 outside) where current CF bulbs do not hold up to the moisture.   The desire by government to micro-manage me into using an inferior solution for these 12 locations is the same compulsion that has led to my not having a single toilet in my house that works  (the shower also sucked too until I figured out how to remove the government-mandated flow restricter from the shower head).

Regulation Protects Industry Incombents

I often see folks who are arguing for increased government regulation of some industry observe that "even those greedy corporations in this industry support this new regulation."  For example, if a power company takes a public position to support greenhouse gas emissions, then that is used as evidence that such regulation must really be necessary if even the to-be-regulated are in favor.  Greg Craven makes such an argument in his global warming video that I refuted the other day.

There are two very good reasons a company in such a position might publicly support even a bad regulation.  The first is basic politics and PR:  If the regulation appears inevitable and has public support, then it is sometimes better to get out ahead of it and try to curry favor with politicians and the public to manage the regulation's implementation.   We all know corporations give donations to political candidates, but look at how they give them.  Corporate donations correlate far better with "who is expected to win" rather than "who would create the most favorable regulatory environment for the corporation."  In fact, corporations are highly likely to give donations to both candidates in a closely-fought election, and a lot of their giving is after the election, to the winner of course.

The other good reason that companies support regulation in their industry is because a lot of regulation is either designed to, or effectively, helps incumbent companies against new entrants.   I have talked about this many times with the questioning of licensing.  Global warming regulation and carbon trading systems in particular give us another great example:

BBC News understands the industry will be allowed to increase emissions
as much as it wants by the European environment council. Aviation is
the fastest growing source of greenhouse gases. But Europe's
environment ministers look set to reject a plan for a strict cap on
emissions from planes. Instead, airlines will be given a set number of
permits to pollute.

Instead, airlines will be given a set number of permits to pollute.

If
they overshoot their limit they will be allowed to buy spare permits
from firms who have managed to cut emissions elsewhere - manufacturing
industry, for instance.

So, current airlines in Europe will be given carbon permits that presumable support their current business level.  However, any new entrant, or any current player wishing to take market share from another airline, must spend money on carbon credits to grab this market share, carbon credits the current established incumbents got for free.  This in effect becomes a tax on market share gains.  This European-style protection of large corporations is typical, and is why the 30 largest companies in Europe are nearly the same as they were in 1965, but are completely different in the US.

This is also why, though I don't think expensive action on CO2 is justified, I think that if we do so the approach must be a carbon tax rather than cap and trade.   But cap and trade has so much potential for political hijinx and giving special deals to the politically influential that my guess is that politicians will want cap and trade.

Not a Bailout?

I was watching CNBC over lunch and saw that Alan Greenspan has criticized the President's plan for freezing the interest rates on some adjustable rate loans.  He argued, and I agree, that it is bad to mess with contracts and markets, and bad to stand in the way of a real estate bubble that needs to correct.  He said that if the government feels sorry for certain mortgage holders, it should give them cash.

I am not too excited about giving away cash to people who made bad financing decisions, particularly since I have successfully weathered a couple of tough years in my business brought about in part by rising rates on our businesses adjustable rate loans.  However, I am very much a supporter of being as open and up-front as one can be in government taxing or spending.  For example, I prefer direct payments to farmers rather than price supports.  I prefer a carbon tax to CAFE-type mandates.  In both cases, while both alternatives probably cost the economy about the same in total, the cost-benefit tradeoff is more clear in the first alternative.  Which is why, predictably, politicians usually prefer the second alternative. 

All of this pops into my head because apparently the President's reaction was that he preferred his plan to a "bailout."  Huh?  How is his plan any more or less a bailout, except that the exact costs are more hidden and who pays the costs are more obscure.  The only real difference is that Greenspan's approach is probably less likely to set bad precedents for the future or to make mortgages more expensive for the rest of us, which the President's plan almost certainly will.

Al Gore vs. the Environment

Yesterday, I noted Al Gore bragging that he played a critical role in passing current biofuel mandates, making him the father of ethanol, not just the Internet.  The great goddess of irony is having a field day:

Environmentalists are warning against expanding the production of
biofuels, noting the proposed solution to global warming is actually
causing more harm than it is designed to alleviate. Experts report
biodiesel production, in particular, is causing the destruction of
virgin rainforests and their rich biodiversity, as well as a sharp rise
in greenhouse gas emissions.

Opponents of biofuels read like a Who's Who of environmental
activist groups. The Worldwatch Institute, World Conservation Union,
and the global charity Oxfam warn that by directing food staples to the
production of transport fuels, biofuels policy is leading to the
starvation and further impoverishment of the world's poor.

On November 15, Greenpeace's Rainbow Warrior unfurled a large banner
reading "Palm Oil Kills Forests and Climate" and blockaded a tanker
attempting to leave Indonesia with a cargo full of palm oil.
Greenpeace, which warns of an imminent "climate bomb" due to the
destruction of rich forests and peat bogs that currently serve as a
massive carbon sink, reports groups such as the World Wildlife Fund,
Conservation International, and Flora and Fauna International have
joined them in calling for an end to the conversion of forests to
croplands for the production of biofuels

"The rush to address speculative global warming concerns is once
again proving the law of unintended consequences," said James M.
Taylor, senior fellow for environment policy at The Heartland
Institute. "Biofuels mandates and subsidies are causing the destruction
of forests and the development of previously pristine lands in a
counterproductive attempt to improve the environment.

"Some of the world's most effective carbon sinks are being destroyed
and long-stored carbon is now being released into the atmosphere in
massive quantities, merely to make wealthy Westerners feel like they
are 'doing something' to address global warming. The reality is, they
are making things worse," Taylor noted.

New York Inspired Thoughts on City Planning

I really can't stand to be in New York City for very long.  The crowds, the hassles and the lines all conspire to drive me crazy.  Every second I feel like I am packed around by more people, and I find it horribly claustrophobic.

If your immediate reaction to this statement is to feel like I am attacking you or your lifestyle, you are wrong.  My purpose is not to say that those who love it here in NYC are making an incorrect choice, for they are not.  If they derive energy from the people and the density and all the amenities that density can justify, great.  It is in fact an interesting (and depressing) feature of modern discourse that my saying that I don't personally choose a certain lifestyle is found as threatening to people who do.  Why should it?  My only answer is that this zero-sum statist society of activists has created the expectation that the next step of anyone who expresses a negative preference for something will be to run to the government to get it banned.

The reason I bring my preference up at all is that the vast majority of city planners get a huge hard-on for New York.  Their goal is to turn the world into Manhattan.  They wish to maximize densities and minimize personal automobile use and, well, backyards.  In other words, a bunch of folks who have the ear of the government wish to use the coercive power of the government to turn the world into something I can't live in.  Again, I have no problem with New Yorkers having New York, but why does Scottsdale have to be New York too?

By the way, on a quasi-related topic, the Anti-Planner has an interesting observation:  Supposed gains in sustainability in high-density urban areas have more to do with making everyone poor than with the density  (emphasis added):

Many planning advocates take it for granted that sprawl and auto driving are inherently unsustainable. McShane shows
just how this attitude can go when he describes Halle Neustadt, which
some Swedish urban planners once described as "the most sustainable
city in the world."

McShane here refers to some field work
done by the Antiplanner. To make a long story short, what made Halle
Neustadt "sustainable" was poverty
, and as soon its residents gained
some wealth, many of them moved out and most of the rest bought
automobiles, turning the cities many greenspaces into parking lots.

Owen then turns to climate change, which he describes as the last gasp
of smart growth. Smart growth, he notes, "has always been a policy in
search of a justification, a solution in search of a problem." Now, in
climate change, smart-growth advocates hope they have found such a
problem.

One difficulty, McShane notes, is that there is no guarantee that
smart growth is really more greenhouse-friendly than ordinary sprawl.
Depending on load factors, Diesel trains can emit more greenhouse gases
per passenger mile than autos, and concrete-and-steel high-rise condos
can emit more CO2 than wood homes.

McShane refers in particular to an Australian study
that found that "place doesn't matter," that is, low densities were not
particularly greenhouse unfriendly. Instead, income was much more
important, meaning that the high-rollers living in million-dollar
downtown condos were generating far more greenhouse gases than
moderate-income suburbanites
.

Which implies that the "solution" to sustainability (whatever that is) and CO2 emissions is to promote poverty.  That may seem like a tongue-in-cheek exaggeration, but in fact the latest IPCC warning on climate relies heavily on the work of Nicholas Stern, who says the solution to global warming is to make western income levels look more like those in India (emphasis added):

Mr Stern, the former chief economist of the World Bank, sends out a
very clear message: "We need to cut down the total amount of carbon
emissions by half by 2050." At current levels, the per capita global
emissions stand at 7 tonnes, or a total of 40-45 gigatonnes. At this
rate, global temperatures could rise by 2.5-3 degrees by then. But to
reduce the per capita emissions by half in 2050, most countries would
have to be carbon neutral. For instance, the US currently has, at 20-25
tonnes, per capita emissions levels that are three times the global
average.

The European Union's emission levels stand at 10-15
tonnes per capita. China is at about 3-4 tonnes per capita and India,
at 1 tonne per capita, is the only large-sized economy that is below
the desired carbon emission levels of 2050. "India should keep it that way and insist that the rich countries pay their share of the burden in reducing emissions," says Mr Stern.

Translation: India should stay poor and the West should become that way.

Analysis of "New" UN Climate Warming

Under
mounting pressure from climate catastrophists to ignore uncertainties
in the science and to produce definitive statements that can be used as
calls for government interventionism, the UN will apparently release a new "warning" this week:

Global
warming is destroying species, raising sea levels and threatening
millions of poor people, the United Nations' top scientific panel will
say in a report today that U.N. officials hope will help mobilize the
world to take tougher actions on climate change.

The report
argues that only firm action, including putting a price on
carbon-dioxide emissions, will avoid more catastrophic events.

Those
actions will take a small part of the world's economic growth and will
be substantially less than the costs of doing nothing, the report says.

For the first time, the UN is trying to
argue explicitly that the cost of CO2 abatement is lower than the cost
of doing nothing.  They are arguing that a cooler but poorer world is
superior to a warmer and richer world.  I am glad they are finally
arguing this point.  Because while we can argue about the truth of how
much the world has warmed and how much is due to man, the UN is DEAD
WRONG on this point.  The cost of aggressive CO2 abatement is far, far
higher than the cost of doing nothing.

The report presumably will be released by UN Secretary-General Ban Ki Moon, who demonstrated his stunning ignorance of climate science, geology, and geography on a recent climate-junket to Antarctica.  Let's take it line by line.

Is man destroying or threatening species?  Absolutely.  Is this threat from CO2 and warming? No, and I have read every inch of the UN IPCC report and you can find no evidence for this proposition.
But saying this rallies the environmental base (the hard core
environmentalists don't really care about poor people, at least when
their interests conflict with animals).  Most of the evidence is that
species thrive in warmer weather, and polar bears have survived several
inter-glaciation periods where the north pole melted entirely in the
summer.

Are sea levels rising?  Yes.  In fact, they have been
rising for at least 150 years, and in fact have been rising steadily
and at roughly the same rate since the last ice age.  We have seen
absolutely no acceleration of the underlying sea level rise trend.
Further, the UN's IPCC does have a forecast for sea level rise over the
next century.  Even using temperature forecasts I consider exaggerated,
the UN does not forecast more than about a foot of sea level rise over
the coming century, only a bit more than what the sea level has risen
over the last 150 years.  This is a great example of the disconnect
between the UN political climate reports and the science underlying
them.  The guys writing the summary know that their report says only a
few inches of sea level rise, so they just say it is rising, and then
let the crazies like Al Gore throw around numbers like 20 feet.

Here is an interesting thought:  If I say the sea levels
will rise 0" over the next 100 years, the UN will call me out and say I
am wrong.  However, when Al Gore said sea levels will rise 20 feet in
his movie An Inconvenient Truth, no one at the UN or the IPCC
called him out, despite the fact that my forecast was only a few inches off from theirs and his was 19 feet off the mark.

And of course, there are the poor.  The number one biggest
losers in any effort to abate CO2 emissions will be the poor.  In
wealthy countries like the US, the poor will be the hardest hit by $10
or even $20 gas prices that would be necessary to rolling CO2
production back to 1990 levels.  In the third world, nearly a billion
people just starting to emerge from poverty will have no chance of doing so if their economies are hamstrung with CO2 limits.  The poor will be devastated by aggressive CO2 limits.

Weighed against this economic disaster would be, what?
How would rising world temperatures hurt the poor?  Well, its not at
all clear.  A foot of sea-level rise is very unlikely to hurt many poor
people, though it might inconvenience a few rich owners of beach-front
luxury homes.  Here is a clarifying question I often ask people --
would you rather fifteen Atlantic hurricanes each year, or sixteen
hurricanes each year and Carribbean economies that are twice as rich
and therefore have twice the resources to handle hurricanes.  This is
the colder and poorer vs. warmer and richer choice.  We see this in Bangladesh today.  Why do orders of magnitude more people die in Bangladesh cyclones than class 5 hurricanes on the US shore?  Because they are poor, not because of anything having to do with global warming.

It is often claimed that global warming will cause
droughts, but in fact warmer world temperatures will vaporize more
water in the atmosphere and should net increase rain, not drought.  And
many of the farmers in the northern hemisphere would enjoy longer
growing seasons and thereby more food production.

Glaciers
and ice caps are melting at a rapid rate; animals and plants are
shifting their range to accommodate warmer air and water; and planting
seasons are changing, the report said.

Yes, land-based ice is melting in the Northern Hemisphere.  This is 15% of the world's ice.  85% of the world's ice is in Antarctica, which is increasing.
Seriously.  I know you don't believe this if you trust the media, but
the ice that is melting in Greenland is tiny compared to the ice that
is increasing at the South Pole.  In fact, the IPCC gets most of its
prjected sea rise from thermal expansion of warmer oceans, not from ice
melting.  And don't you love the "planting seasons are changing."  That
sounds like its scary, or something, until you recognize the truth is
that planting seasons are changing, becoming longer and more beneficial to food production!

On many occasions, I have discussed the bad science that
goes into these apocalyptic forecasts.  But that science is of top
quality compared to the economics that must have gone into the
statement that:

The most
stringent efforts to stabilize greenhouse gases would cost the world's
economies 0.12 percent of their average annual growth to 2050, the
report estimates.

This is absolute, unmitigated crap.
Though I have not seen specifics in this report, the UN's position has
generally been that emissions should be rolled back to 1990 levels (the
target embodied in the Kyoto treaty).  Such a target implies reductions
of more than 20% from where we are today and well over 50% from where
we will be in 2050.  These are enormous cuts that cannot be achieved
with current technology without massive reductions in economic growth.
The world economy is inextricably tied to the burning of fossil fuels.
And, unlike ancillary emissions like SO2, CO2 emissions cannot be
limited without actually reducing carbon combustion since it is
fundamental to the combustion chemistry.  Even supporters of
legislation such as the Bingaman-Specter bill admit that as much as a
trillion dollars will need to be spent to reduce global temperatures
about 0.13C.  And that is a trillion for the first tenth of a degree --
the law of diminishing returns means that each additional tenth will
cost more.

Lets look at history as our guide.  Most of the European
countries and Japan signed onto the Kyoto Treaty to reduce emissions to
1990 levels.  They have taken many expensive steps to do so,
implemented many more controls than in the US, and have gas prices as
much as double those in the US.  During the period since 1990, most of
these countries, unlike the US and China and India, have been in a deep
and extended economic recession, which tends to suppress the growth of
fossil fuel consumption.  Also, the CO2 numbers for countries like
Russia and Germany benefit greatly from the fall of the old Communist
Block, as their 1990 base year CO2 numbers include many horribly
inefficient and polluting Soviet industries that have since been shut
down.  And, given all this, they STILL are going to miss
their numbers.  These countries have experienced reductions in economic
growth orders of magnitude greater than this 0.12 percent quoted by the
UN, and that still is not enough to reduce CO2 to target levels.  Only
outright contraction of the world's economy is going to suffice [note:
A strong commitment to replacing coal plants with nuclear might be a
partial solution, but it will never happen because the people calling
for CO2 controls are the same ones who shut down our nuclear programs.
Also, technological change is always possible.  It would be awesome if
someone found a way to roll out sheets of efficient solar cells like
carpet out of Dalton, Georgia, but that has not happened yet.]

The UN has gotten to such low cost estimates for their
government controls because they have convinced themselves, much like
the promoters of building football stadiums for billionaire team
owners, that they will get a huge return from the government CO2
controls:

"There is high
agreement and much evidence that mitigation actions can result in
near-term co-benefits, for example improved health due to reduced air
pollution, that may offset a substantial fraction of mitigation costs,"
said the report, which summarizes research over five years of more than
2,000 of the world's top climate-change scientists...

The U.N. panel embraced the arguments of British economist
Nicholas Stern, who concluded last year that the cost of taking tough
measures to curb pollution will be repaid in the long run.

Nicholas
Stern?  Haven't we heard that name before?  Why, yes we have.  He is
the man that said that all of the world's climate problems would go
away if we forced all the western economies to look just like India.

Which,
by the way, is exactly my point.  I very much hope Mr. Stern continues
to make this clear in public.  One of the ways catastrophists support
their cause of massive government interventionism is to try to portray
the answer as little cutsie actions, like your 5-year-old helping with
the recycling
.  This is not what is require to meet these targets.
What is required is ratchet down the US economy until we are all about
as wealthy as the average Indian.  I guess that would at least take
care of the outsourcing "problem."

One of the ways that the UN gets away with this is that no
one has the time to read the detailed scientific report, and so
reporters rely on the summaries like these.  Unfortunately, the same
people who write the scientific sections are not the people who write
the summaries.  Careful language about uncertainties, which are still
huge, in the science are replaced by summaries written by politicians
that say:

The near-final draft,
approved Friday by representatives of more than 140 governments meeting
in Valencia, Spain, said global warming is "unequivocal" and said man's
actions are heading toward "abrupt or irreversible climate changes and
impacts."...

"This will be viewed by all as a definitive report. It is
the blueprint for the Bali talks," said Sen. John Kerry, D-Mass., who
will be at the Indonesian U.N. meeting beginning Dec. 3 as part of a
U.S. senatorial delegation.

Another
technique used by the UN that we see in play here is their willingness
to cherry-pick one author that follows the UN narrative to refute a
whole body of science that is contrary to the narrative.  Thus, the UN
latched onto Michael Mann's hockey stick to overturn a consensus that
there was a Medieval warm period, and now they have latched onto
Nicholas Stern to overturn the opinion of, approximately, every other
economist in the world who think CO2 mitigation will be really
expensive.

By the way, in the title I put "new" in quotes.  Here is why.  I just read a presentation by Dr. Richard Lindzen from 1992 that shows that catastrophists were declaring the debate "over" as early as 1989, before any real research had even been performed:

By early 1989, however, the popular media in Europe and the United States were declaring that "all scientists'' agreed that warming was real and catastrophic in its potential.
...
In the meantime, the global warming circus was in
full swing. Meetings were going on nonstop. One of the more striking of
those meetings was hosted in the summer of 1989 by Robert Redford at
his ranch in Sundance, Utah. Redford proclaimed that it was time to stop research and begin acting.
I suppose that that was a reasonable suggestion for an actor to make,
but it is also indicative of the overall attitude toward science.
Barbara Streisand personally undertook to support the research of
Michael Oppenheimer at the Environmental Defense Fund, although he is
primarily an advocate and not a climatologist. Meryl Streep made an
appeal on public television to stop warming. A bill was even prepared
to guarantee Americans a stable climate

Disclosure: The Government Poses a Huge Threat to This Business Plan

At a recent meeting of the National Associate of State Treasurers
(Yawn), John Podesta, after stating hilariously that what the world
really needed was continued leadership by state treasurers on the
global warming issue, argued: 

"Climate change is a threat to the long-term value of the economy and
failure to calculate its impacts or manage or reduce its harm mean that
our assets are being over valued, and the risks we face are being under
reported."

I have a lot of interest in global warming, which is why I created a second blog Climate Skeptic to deal with these issues.  There is a lot about anthropogenic warming we do not understand.  But what is nearly a total 100% lock is that, at least for the United States, the cost to our economy of regulations to limit CO2 will be far higher than the likely net-negative effects of warming (Al Gore's 20 foot sea level rises and other anti-rational claims notwithstanding).  At its heart, isn't the risk really of damage from government regulation, rather than the climate?

Via Michael Giberson of Knowledge Problem, the NY Attorney General is concerned that certain companies are not disclosing global warming-related risks, but he is at least more honest about what those risks are:

Last Friday, New York Attorney General Andrew Cuomo sent subpoenas
to five power generating companies seeking to find out if the companies
had properly disclosed financial risks associated with proposed new
coal-fired power plants.

All five of the letters accompanying the subpoenas are available from the NYAG's website.  Here is the opening paragraph of the letter to Dominion Resources, Inc.:

We are aware that Dominion Resources, Inc., ("Dominion")
has plans to build a coal-fired electric generating unit that would
generate 585 megawatts of electricity without current plans to capture
and sequester the resulting carbon dioxide (CO2) emissions. The
increase in CO2 emissions from the operating of this unit, in
combination with Dominion's other coal-fired plants, will subject
Dominion to increased financial, regulatory, and litigation risks. We
are concerned that Dominion has not adequately disclosed these risks to
its shareholders, including the New York State Common Retirement Fund,
which is a significant holder of Dominion stock. Pursuant to the
Attorney General's investigatory authority under New York General
Business Law § 352, and New York Executive Law § 63(12), accompanying
this letter is a subpoena seeking information regarding Dominion's
analysis of its climate risks and its disclosures of such risks to
investors.

A little later, the letter gets more specific: "For example, any one
of the several new or likely regulatory initiatives for CO2 emissions
from power plants "“ including state carbon controls, EPA's regulations
under the Clean Air Act, or the enactment of federal global warming
legislation "“ would add a significant cost to carbon-intensive coal
generation, such as the new coal plant planned by Dominion." In
addition to Dominion, the NYAG's office sent subpoenas to AES, Dynegy,
Peabody, and Xcel. Here is the story from the New York Times.

The letter doesn't say so explicitly, but I'm sure the message was
clear, that in addition to new or likely legislative actions and
substantive regulatory initiatives, the companies also faced the risks
and costs associated with being harassed by swarms of officers from the
NYAG's office.

You can see what is going on here -- following in the rich tradition established by the egregious Eliot Spitzer, the NY AG is again overreaching his office's authority and attempting to set regulatory policy rather than enforce it.  But at least he is honest in portraying the main risk to be a government regulatory backlash on these companies.

Thinking about this, couldn't every company put this in their boilerplate?  I mean, for most of us, the number one risk we face all the time is that the government will either do something to us specifically or the economy in general to hurt results.  Let's just have everyone add the line "the government poses a huge risk to our business plan" and be done with it.

OK, Maybe I Was Serious

A while back I suggested, part tongue-in-cheek:

Once trees hit their maturity, their growth slows and therefore the
rate they sequester CO2 slows.  At this point, we need to be cutting
more down, not less, and burying them in the ground, either as logs or
paper or whatever.  Just growing forests is not enough, because old
trees fall over and rot and give up their carbon as CO2.  We have to
bury them.   Right?

Now, Greenpeace co-founder Patrick Moore writes:

There is a misconception that cutting down an old tree will result
in a net release of carbon. Yet wooden furniture made in the
Elizabethan era still holds the carbon fixed hundreds of years ago.

Berman,
a veteran of the forestry protest movement, should by now have learned
that young forests outperform old growth in carbon sequestration.

Although
old trees contain huge amounts of carbon, their rate of sequestration
has slowed to a near halt. A young tree, although it contains little
fixed carbon, pulls CO2 from the atmosphere at a much faster rate.

When a tree rots or burns, the carbon contained in the wood is released back to the atmosphere....

To address climate change, we must use more wood, not less. Using wood
sends a signal to the marketplace to grow more trees and to produce
more wood. That means we can then use less concrete, steel and plastic
-- heavy carbon emitters through their production. Trees are the only
abundant, biodegradable and renewable global resource.

Save the World -- Stop Recycling

My wife and I had our familiar recycling argument this weekend (Wife:  You need to put that stuff in the recycling;  Me:  Recycling makes zero sense for anything except scrap steel and aluminum, all the rest is just a liturgy of belief we perform for the church of the environment, where labor costs are assumed to be zero).

Anyway, thinking about it more, I have had a revelation.  If we define our biggest environmental problem as CO2 production,shouldn't we stop recycling of plastic and paper?  In the first case, we are burying hydrocarbons unburned, putting the carbon back underground.  Each bottle not recycled represent a few more hydrocarbon molecules that must be dedicated to plastics rather than fuel.  In the case of paper, if we don't recycle then we are using trees to sequester CO2 and bury it back in the ground as paper and cardboard.  Once trees hit their maturity, their growth slows and therefore the rate they sequester CO2 slows.  At this point, we need to be cutting more down, not less, and burying them in the ground, either as logs or paper or whatever.  Just growing forests is not enough, because old trees fall over and rot and give up their carbon as CO2.  We have to bury them.   Right?

Yeah, I know it's silly, but is it any more silly than this:

In the last few months, bottled water "” generally
considered a benign, even beneficial, product "” has been increasingly
portrayed as an environmental villain by city leaders, activist groups
and the media. The argument centers not on water, but oil. It takes 1.5
million barrels a year just to make the plastic water bottles Americans
use, according to the Earth Policy Institute in Washington, plus
countless barrels to transport it from as far as Fiji and refrigerate
it. ...

Dave Byers, 65, from Silver Spring,
Md., discussed the issue with his wife, Pat, on the steps of the
Metropolitan Museum of Art on a 90-degree Saturday. "I think it should
be banned, actually," he said of bottled water.

If you care about the environment, I say buy more bottled water, and throw the bottle away.  You too can sequester some carbon.

Food Miles Stupidity

Via the New York Times:

THE term "food miles" "” how far food has traveled before you buy it "” has entered the enlightened lexicon.

Which should tell you all you need to know about the "enlightened."

There are many good reasons for eating local "” freshness, purity,
taste, community cohesion and preserving open space "” but none of these
benefits compares to the much-touted claim that eating local reduces
fossil fuel consumption. In this respect eating local joins recycling,
biking to work and driving a hybrid as a realistic way that we can, as individuals, shrink our carbon footprint and be good stewards of the environment.

Actually, most recycling, with the exception of aluminum which takes tons of electricity to manufacture in the first place, does nothing to reduce our carbon footprint.  And I must say that I often enjoy buying from farmers markets and such.  But does "food miles" mean anything?  And should we really care?  Well, here is an early hint:  The ultimate reduction in food miles, the big winner on this enlightened metric, is subsistence farming.  Anyone ready to go there yet?  These are the economics Ghandi promoted in India, and it set that country back generations.

Well, lets go back to economics 101.  The reason we do not all grow our own food, make our own clothes, etc. is because the global division of labor allows food and clothing and everything else to be produced more efficiently by people who specialize and invest in those activities than by all of us alone in our homes.  So instead of each of us growing our own corn, in whatever quality soil we happen to have around our house, some guy in Iowa grows it for thousands of us, and because he specialized and grows a lot, he invests in equipment and knowledge to do it better every year.  The cost of fuel to move the corn or corn products to Phoenix from Iowa are trivial compared to the difference in efficiency that guy in Iowa has over me trying to grow corn in my back yard.  Back to the New York Times:

On its face, the connection between lowering food miles and decreasing greenhouse gas emissions is a no-brainer.

Sure, if you look at complex systems as single-variable linear equations.  Those of us who don't immediately treated the food mile concept as suspect.  It turns out, for good reason:

It all depends on how you wield the carbon calculator. Instead of
measuring a product's carbon footprint through food miles alone, the
Lincoln University scientists expanded their equations to include other
energy-consuming aspects of production "” what economists call "factor
inputs and externalities" "” like water use, harvesting techniques,
fertilizer outlays, renewable energy applications, means of
transportation (and the kind of fuel used), the amount of carbon
dioxide absorbed during photosynthesis, disposal of packaging, storage
procedures and dozens of other cultivation inputs.

Incorporating
these measurements into their assessments, scientists reached
surprising conclusions. Most notably, they found that lamb raised on
New Zealand's clover-choked pastures and shipped 11,000 miles by boat
to Britain produced 1,520 pounds of carbon dioxide emissions per ton
while British lamb produced 6,280 pounds of carbon dioxide per ton, in
part because poorer British pastures force farmers to use feed. In
other words, it is four times more energy-efficient for Londoners to
buy lamb imported from the other side of the world than to buy it from
a producer in their backyard. Similar figures were found for dairy
products and fruit.

All I can say is just how frightening it is that the paper of record could find this result "surprising."  The price mechanism does a pretty good job of sorting this stuff out.  If fuel prices rise a lot, then agriculture might move more local, but probably not by much.  The economies to scale and location just dwarf the price of fuel. 

By the way, one reason this food-mile thing is not going away, no matter how stupid it is, has to do with the history of the global warming movement.  Remember all those anti-globalization folks who rampaged in Seattle?  Where did they all go?  Well, they did not get sensible all of a sudden.  They joined the environmental movement.  One reason a core group of folks in the catastrophic man-made global warming camp react so poorly to any criticism of the science is that they need and want it to be true that man is causing catastrophic warming -- anti-corporate and anti-globalization activists jumped into the global warming environmental movement, seeing in it a vehicle to achieve their aims of rolling back economic growth, global trade, and capitalism in general.  Food miles appeals to their disdain for world trade, and global warming and carbon footprints are just a convenient excuse for trying to sell the concept to other people.

A little while back, I posted a similar finding in regards to packaging, that is worth repeating here for comparison.

Contrary to current wisdom, packaging can reduce total rubbish
produced. The average household in the United States generates one
third
less trash each year than does the average household in Mexico,
partly because packaging reduces breakage and food waste. Turning a
live chicken into a meal creates food waste. When chickens are
processed commercially, the waste goes into marketable products
(such as pet food), instead of into a landfill. Commercial processing
of 1,000 chickens requires about 17 pounds of packaging, but it also
recycles at least 2,000 pounds of by-products.

More victories for the worldwide division of labor.  So has the NY Times seen the light and accepted the benefits of capitalism?  Of course not.  With the New Zealand example in hand, the writer ... suggests we need more state action to compel similar situations.

Given these problems, wouldn't it make more sense to stop obsessing
over food miles and work to strengthen comparative geographical
advantages? And what if we did this while streamlining transportation
services according to fuel-efficient standards? Shouldn't we create
development incentives for regional nodes of food production that can
provide sustainable produce for the less sustainable parts of the
nation and the world as a whole? Might it be more logical to
conceptualize a hub-and-spoke system of food production and
distribution, with the hubs in a food system's naturally fertile hot
spots and the spokes, which travel through the arid zones, connecting
them while using hybrid engines and alternative sources of energy?

Does anyone even know what this crap means?  You gotta love technocratic statists -- they just never give up.  Every one of them thinks they are smarter than the the sum of billions of individual minds working together of their own free will to create our current world production patterns.

Postscript: There is one thing the government could do tomorrow to promote even more worldwide agricultural efficiency:  Drop subsidies and protections on agriculture.   You would immediately get more of this kind of activity, for example with Latin America and the Caribbean supplying more/all of the US's sugar and other parts of Asia providing more/all of Japan's rice.

Offset Sellers Only Double-Dipping?

Congress
began investigating the carbon offset industry this week. The inquiry
could produce some "inconvenient truths" for Al Gore and the nascent
offset industry.

Carbon offsets ostensibly allow buyers to
expunge their consciences of the new eco-sin of using energy derived
from fossil fuels. Worried about the 8 tons of carbon dioxide (CO2)
emitted each year by your SUV? Similar to the indulgences offered by
Pope Leo X in the 16th century, you can absolve yourself of sin by
purchasing $96 worth of CO2 offsets "“ typically offered at $12 per ton
of CO2 emitted "“ from offset brokers who, in turn, supposedly use your
cash to pay someone else to produce electricity with low or no CO2
emissions....

A
Capitol Hill staffer told me that the congressional inquiry would look
into the possibility of "double-dipping" in the offset industry.

Only double-dipping?  Earlier, I argued that the purveyors of offsets may be triple dipping:

  1. Their energy projects produce electricity, which they sell to
    consumers.  Since the
    electricity is often expensive, they sell it as "CO2-free"
    electricity.  This is possible in some sates -- for example in Texas,
    where Whole Foods made headlines by buying only CO2-free power.  So the
    carbon offset is in the bundle that they sell to
    electricity customers.  That is sale number one. 
  2. The company most assuredly seeks out and gets
    government subsidies.  These subsidies are based on the power being
    "CO2-free".  This is sale number two, in exchange for subsidies. 
  3. They still have to finance the initial construction of the plant, though.  Regular heartless
    investors require a, you know, return on capital.  So Terrapass
    finances their projects in part by selling these little certificates that you
    saw at the Oscars.  This is a way of financing their plants from people
    to whom they don't have to pay dividends or interest "”just the feel-good
    sense of abatement.  This is the third sale of the carbon credits.

Why a Carbon Tax is Superior

I don't think that government action on greenhouse gasses is justified.  That's not to say that man is not helping nature warm the planet some, its that the man-made warming, when you strip away the exaggerations, does not justify the cost of preventing it.  Since I wrote 80+ pages on it here, I won't delve much further into it. 

However, if we are going to take action, a carbon tax is way, way better than cap and trade.  I used to think that cap and trade made more sense, but I have changed my mind.  Cap and trade systems have a lot of potential for error and abuse, but there is one issue that is not adequately discussed:  They are also a huge subsidy and protection for current businesses, effectively penalizing new entrants.

Why?  Because most cap and trade systems begin by giving out emissions credits to current industry incumbents.  These are credits that new entrants will have to purchase, tilting the playing field in favor of current industry leaders.  This is the kind of thing Europeans love, because their largest business interests effectively control the government and keep out new competition, causing their economies to stagnate.  Steven Milloy is one of the few folks raising the red flag on this issue:

Under
the LCEA, the federal government would annually issue rights or
"allowances" to emit GHGs. In the first year of the bill, slated as
2012, allowances would be issued for approximately 6.65 billion metric
tons of GHGs. The amount of allowances slightly decreases every year "“
for example, 6.59 billion metric tons in 2013, 6.53 billion metric tons
in 2014, etc. "“ until it finally levels out at 4.82 billion metric tons
in 2030 and beyond.

These allowances have monetary value "“ a lot.

Owners
of allowances can either use them to pay for their GHG emissions or
they can sell them to other emitters who need allowances. Emitters can
also simply pay the federal government directly to emit GHGs at a cost
of $12 per metric ton of carbon dioxide starting in 2012. This price is
slated to increase annually by the inflation rate plus 5 percent. By
2030 "“ and unrealistically assuming that no inflation occurs "“ the
pay-to-emit price would be about $27.50 per metric ton of carbon
dioxide.

Using the pay-to-emit price, the GHG emissions
allowances issued by the federal government in 2012 will have a
potential market value of $80 billion. The annual market value of these
government-issued allowances will rise to over $100 billion by 2018 and
hit $130 billion in 2030. It will only take about 10 years "“ exclusive
of any inflation "“ for value of the allowances issued by the government
to exceed $1 trillion.

And incredible as it sounds, the bulk of
these allowances "“ 76 percent for the first five years, declining to 47
percent by 2030 "“ will be given away at no charge to special interests
including private industry, farmers and states. This global warming
giveaway works out to a total of $1.34 trillion of free money "“ not
adjusted for inflation "“ that would be handed out to global warming
special interests from 2012-2030. After 2030, the annual amount of free
money handed out is about $65 billion, increasing by 5 percent per
year, exclusive of inflation.

Unfortunately, politicians will always favor an indirect tax over a direct tax because they are gutless and entirely free of any nagging principles.  Cap and trade systems would raise consumer prices at least as much as a carbon tax, but the price increase would appear to be made by industry and not due to a visible government tax.  Congress can point the finger at industry and say, it's not our fault, it's those greedy guys in industry driving up prices.

Further, the carbon tax is hard to game.  Everybody pays.  But cap and trade - Oh the beautiful potential to milk various constituencies for donations!  If the government sets up a program where some groups get credits for free, and some have to pay for them, well of course every industry is going to pour millions upon millions into politician's hands trying to make sure they are in the favored group. 

What a mess.  We are already seeing the huge distortions coming from nutty ethanol subsidies, and that is due to the pressure of just one industry (farmers and ADM).  Just think of the distortions form this program.  There may be a good chance that misguided attempts to manage greenhouse gasses may well be the largest threat to the American economy and free marketplace, well, ever.  Which, by the way, is why every Marxist and socialist on the face of the earth are right at the forefront of the global warming movement.

If you suspect that the world may be warming, but not nearly enough to justify such costs in terms of both dollars and lost freedom, you might want to read this.

I turned off comments on the published HTML version of my Skeptical Layman's Guide to Man-made Global Warming    (pdf here) to avoid spam problems.  However, it was not my intention to forgo the ability of readers to comment.  So I am going to link this comment thread from the bottom of each chapter.

Fine. Here's what you have to do....

  • Show conclusively that an increase in carbon dioxide will
    not result in global warming. Pointing to flaws in the climate models,
    possible alternative explanations, and unanswered questions won't cut it. We
    know carbon dioxide traps infrared and we know climate is
    getting warmer. There's a plausible cause and effect relationship there. You
    have to show there is
    not a causal link. You can do that either by
    identifying what
    is the cause ("might be" or "possible alternative"
    isn't good enough) or by showing that somehow extra carbon dioxide does

    not trap solar heat.

This might be correct if we were in a college debating society, where the question at hand was "does man contribute to global warming?"  However, we are in a real world policy debate, where the question is instead "Is man causing enough warming and thereby contributing to sufficiently dire consequences to justify massive interventions into the world economy, carrying enormous costs and demonstrable erosions in individual freedoms."  Remember, we know monetary and liberty costs of abatement with a fair amount of cerntainty, so in fact the burden of proof is on man-made global warming advocates, not skeptics, who need to prove the dangers from the man-made component of global warming outweigh the costs of these abatements.

That is why the premise for my paper is as follows:

There is no doubt that CO2 is a
greenhouse gas, and it is pretty clear that CO2 produced by man has an
incremental impact on warming the Earth's surface. 

However, recent
warming is the result of many natural and man-made factors, and it is
extraordinarily difficult to assign all the blame for current warming to
man. 

In turn, there are very good reasons to suspect that climate
modelers may be greatly exaggerating future warming due to man.  Poor
economic forecasting, faulty assumptions about past and current conditions, and
a belief that climate is driven by runaway positive feedback effects all
contribute to this exaggeration. 

As a result, warming due to man's
impacts over the next 100 years may well be closer to one degree C than the
forecasted six to eight.  In either case, since AGW supporters tend to grossly
underestimate the cost of CO2 abatement, particularly in lost wealth creation
in poorer nations, there are good arguments that a warmer but richer world,
where aggressive CO2 abatement is not pursued, may be the better end state than
a poor but cooler world.

Interventionists understand that their job is not to prove that man is causing some global warming, but to prove that man is doing enough damage to justify massive economic interventions.  That is why Al Gore says tornadoes are increasing when they are not, or why he says sea levels will rise 20 feet when even the IPCC says a foot and a half.  And I will leave you with this quote
from National Center for Atmospheric Research (NOAA) climate researcher and
global warming action promoter, Steven Schneider:

We have to
offer up scary scenarios, make simplified, dramatic statements, and make little
mention of any doubts we have. Each of us has to decide what the right balance
is between being effective and being honest.
