One of the World's Great Bad Ideas

Corn ethanol

The United States spends about $6 billion a year on federal support for ethanol production through tax credits, tariffs, and other programs. Thanks to this financial assistance, one-sixth of the world's corn supply is burned in American cars. That is enough corn to feed 350 million people for an entire year.

Government support of rapid growth in biofuel production has contributed to disarray in food production. Indeed, as a result of official policy in the United States and Europe, including aggressive production targets, biofuel consumed more than 6.5 percent of global grain output and 8 percent of the world's vegetable oil in 2010, up from 2 percent of grain supplies and virtually no vegetable oil in 2004.

Partial Proof of My Thesis

Several years ago, I offered the following hypothesis to a reporter:

I would argue that the current obsession with small changes to trace levels of CO2 in the atmosphere has in fact gutted the environmental movement.  Nothing else is getting done. ... My prediction– 10-20 years from now, environmentalists are going to look back on the current global warming hysteria as the worst thing ever to happened to the environmental movement.

Here is an example of that effect.  A study comes out that says the following about the health of the Great Lakes:

The Commission is troubled by nearshore eutrophication, aquatic plant growth caused by excessive nutrients, which causes adverse effects on ecosystems, the economy, recreation, and human health.  The reemergence of algal blooms is likely due to multiple factors, including inadequate municipal wastewater and residential septic systems; runoff from increased impervious surface areas and agricultural row-crop areas; discharges from tile drainage which result in more dissolved reactive phosphorus loading; industrial livestock operations; ecosystem changes from invasive mussel species; and impacts from climate change which include warmer water and more frequent and intense precipitation and stormwater events.

Of these listed potential causes, only the last, climate change, is not addressed at all in the main study document, nor is addressing climate change on their list of recommendations, which in fact emphasize that solutions tend to be local.   In fact the tone of the study is that the causes are complex and poorly understood, but never again beyond this sentence is climate change mentioned or any evidence of increased precipitation or runoff presented.

One is left with the impression it was a toss-in on the list, included because climate change is "hot" and sexy and a magnet for funding and attention.  Certainly the report provides no other evidence or detail as to why it is included in the list.  Certainly any intelligent reader would understand that the climate change item was, at best, included to round out the possibilities of a complex and poorly understood problem, but that the study points to many of the other items on the list as more productive places to seek solutions.

So, given this, what do environmental reporters pick up?  Here is the headline environmental reporter Cameron Scott uses on his SFGate blog "the Thin Green Line":

Climate change threatens Great Lakes

Yep, he latched on to the last, least important item that is completely un-adressed by the main report.  By doing so, he is in effect helping to distract attention from the real causes that can be addressed and diverting attention to issues that are tangential at best.  The solution will likely involve better managing agricultural runoffs and dealing with municipal wastewater plants which are under-treating discharges.

This is why I say that the global warming hysteria will be looked back on as a dead time for the environmental movement, when obsession with trace amounts of CO2 either caused folks to lose attention on important issues, or even caused environmentalists to advocate for ecologically detrimental programs (e.g. biofuels).

Green Jobs? Or Green Hole in the Ground We Pour Money Into?

None of the government's 214 biomass promotion projects — with public funding coming to ¥6.55 trillion — over the past six years has produced effective results in the struggle against global warming, according to an official report released Tuesday.

The Internal Affairs and Communications Ministry, which evaluates public works projects, urged the agriculture and five other ministries conducting biomass projects using sewage sludge, garbage and wood, to take corrective action.

Who Defused the Population Bomb?

Fred Pearce has a nice article (in Grist of all places) about how the Population Bomb essentially defused itself.

For a start, the population bomb that I remember being scared by 40 years ago as a schoolkid is being defused fast. Back then, most women round the world had five or six children. Today's women have just half as many as their mothers -- an average of 2.6. Not just in the rich world, but almost everywhere.

This is getting close to the long-term replacement level, which, allowing for girls who don't make it to adulthood, is around 2.3. Women are cutting their family sizes not because governments tell them to, but for their own good and the good of their families -- and if it helps the planet too, then so much the better....

And China. There, the communist government decides how many children couples can have. The one-child policy is brutal and repulsive. But the odd thing is that it may not make much difference any more. Chinese women round the world have gone the same way without compulsion. When Britain finally handed Hong Kong back to China in 1997, it had the lowest fertility in the world -- below one child per woman. Britain wasn't running a covert one-child policy. That was as many children as the women in Hong Kong wanted.

This is almost certainly one of those multiple-cause things, and we have always had the hypothesis that wealth and education reduced population growth.

But the author makes an interesting point, that urbanization, even in poorer countries, may a big driver as well.  After all, in the city, food and living space for children are expensive, and there are fewer ways children can support the family (I hadn't thought of this before, but I wonder if industrial child-labor restrictions, which mainly affected cities, had an impact on birth rates by making urban children less lucrative?)  In fact, urban jobs require educations which are expensive  (even if they are free, non-productive family members must be fed and housed for years).

Living in Fear of Seemingly Everything

The next great danger to western civilization is ... wood burning fireplaces.

“The smoke from a fire smells very nice,” said Diane Bailey, a senior scientist with the Natural Resources Defense Council in San Francisco. “But it can cause a lot of harm.” The tiny particles, she said, “can cause inflammation and illness, and can cross into the bloodstream, triggering heart attacks” as well as worsening other conditions....

Not surprisingly, the green community has been sounding the alarm for some time. For the last several years,TheDailyGreen.com, an online magazine, has advocated replacing all wood-burning fireplaces with electric ones; an article published in September by Shireen Qudosi, entitled “Breathe Easier With a Cleaner Fireplace,” argued that there is no such thing as an environmentally responsible fire: “Switching out one type of wood for another is still use of a natural resource that otherwise could have been spared,” Ms. Qudosi wrote. And last fall, an article on the Web site GreenBlizzard.com, “Cozy Winter Fires — Carbon Impact,” called wood-burning fires “a direct pollutant to you, your family and your community.”...

Karen Soucy, an associate publisher at a nonprofit environmental magazine, isn’t swayed by that argument. She refuses to enter a home where wood has been burned, even infrequently.

Ms. Soucy, 46, blames fumes from a wood fire for sending her to the emergency room 25 years ago with a severe asthma attack. She had been staying at a friend’s house in Stowe, Vt., for about a day, she said, when her lungs seized up. She was taken to a hospital in an ambulance, and got two shots of adrenalin; the doctors blamed her friend’s cat.

“It was only later, working with a team of allergy doctors and pulmonologists, did we determine the culprit to be the wood-burning fumes from the various fireplaces,” Ms. Soucy said.

Now her husband scouts out any place they go in advance, to be sure it’s free of fireplaces, and she passes up countless dinners and parties. “I’m the one who feels guilty for always being the one to decline invitations or for making people go out of their way to clean their home,” she said. Even then, she added, “the smell lingers on everything.”

Absolutely, if you are worried about CO2 emissions, make sure you use an electric heater (some of the most inefficient sources of heat on the planet) powered by a big honking coal plant.  Because after all, in you hadn't burned that tree, it would have just fallen over and decomposed into ..uh.. Co2.  Which is why I personally advocate shrink-wrapping all Christmas trees after use and burying them deep, rather than mulching them as most cities do, to save the planet.

Environmentalists Praising Use of Coal

McDonald's has been a frequent target on this blog, and many others related to health and environmental issues. But mark it on your calendar: This post is in praise of Micky D's, for installing EV charging stations at a new West Virginia location.

Yes, it's just about the strangest place you could pick, given that the Huntington, WV, location is not on a throughway connecting EV early-adopter towns like New York, D.C., or San Francisco. The location clearly has more to do with its proximity to partner American Electric Power's Columbus, Ohio, headquarters "” but we'll give kudos where kudos are due. With 58 million people eating at McDonald's everyday, the burger chain isn't a bad spot to enable electric vehicle drivers to charge up.

99% of West Virginia's electricity comes from coal, so its interesting to see environmentalists championing the switch from gasoline to coal.  Notwithstanding the fact that the fossil fuel use of electric vehicles is being grossly under-estimated, charging up your EV in WV is a great way to take positive steps to increase your CO2 footprint.

The Bankruptcy of Sustainability

This story just floored me:

"How much is sustainability worth?" asks Pulitzer-prize winning reporter Nigel Jaquiss. "Try $65 million in public money." That's how much taxpayers will be spending on a $72 million "green" building in downtown Portland. At $462 a square foot, it will be "perhaps the most expensive office space ever built in Portland."

The director of the Oregon Environmental Council defends the building as something that can "leverage long-term outcomes," whatever that means. But she would defend it, since the state is promising OEC, 1000 Friends of Oregon, and other left-wing environmental groups office space in the building at low rents that are guaranteed to stay fixed for decades.

Although the public is paying for most of the building, "tenants will be expected to share a commitment to help advance Oregon's leadership in sustainable development, collaborate with fellow tenants, and pursue OSC's standards for energy and water use." Apparently, people who don't share those "commitments" won't be welcome, even if their taxes helped pay for the building and even if they are willing to pay more for office space than the greenies.

Sustainability supposedly bills itself as being about using a reduced amount of resources.  But this goal is already accomplished by pricing signals, as they signal the relative scarcity of resources we might want to employ.  By definition, then, building the most expensive office space ever means that they are more resources (or a mix of scarcer resources) per square foot than any other previous construction project.  How in heavens name is this "sustainable?"

Like many such public projects (e.g. light rail), this project drains resources from millions of people via taxation to benefit just a few.  It takes an approach that could never, ever be scaled to benefit everyone in the city as it would be bankrupting.  This construction uses unreasonably large resources for an application that will never come close to returning this investment and can only be funded on a small scale using the resources drained from millions of people.  How is this "sustainable?"

I will leave the answer to these questions to the reader, but here is a hint:  Those advocating projects like this tend to treat human labor as free, to be deployed like Egyptian slaves to the whim of the state planner, either via taxation or more directly through demands for free labor (e.g. in recycling programs).

Example of Why Climate Science is Becoming a Laughingstock

From the Thin Green Line, a reliable source for any absurd science that supports environmental alarmism:

Sending and receiving email makes up a full percent of a relatively green person's annual carbon emissions, the equivalent of driving 200 miles.
Dealing with spam, however, accounts for more than a fifth of the average account holder's electricity use. Spam makes up a shocking 80 percent of all emails sent, but most people get rid of them as fast as you can say "delete."
So how does email stack up to snail mail? The per-message carbon cost of email is just 1/60th of the old-fashioned letter's. But think about it "” you probably send at least 60 times as many emails a year than you ever did letters.

One way to go greener then is to avoid sending a bunch of short emails and instead build a longer message before you send it.

This is simply hilarious, and reminds me of the things the engineers would fool the pointy-haired boss with in Dilbert.  Here was my response:

This is exactly the kind of garbage analysis that is making the environmental movement a laughing stock.

In computing the carbon footprint of email, the vast majority of the energy in the study was taking the amount of energy used by a PC during email use (ie checking, deleting, sending, organizing) and dividing it by the number of emails sent or processed. The number of emails is virtually irrelevant -- it is the time spent on the computer that matters. So futzing around trying to craft one longer email from many shorter emails does nothing, and probably consumers more energy if it takes longer to write than the five short emails.

This is exactly the kind of peril that results from a) reacting to the press release of a study without understanding its methodology (or the underlying science) and b) focusing improvement efforts on the wrong metrics.

The way to save power is to use your computer less, and to shut it down when not in use rather than leaving it on standby.

If one wants to argue that the energy is from actually firing the bits over the web, this is absurd. Even if this had a measurable energy impact, given the very few bytes in an email, reducing your web surfing by one page a day would keep more bytes from moving than completely giving up email.

By the way, the suggestion for an email charge in the linked article is one I have made for years, though the amount is too high. A charge of even 1/100 cent per email would cost each of us about a penny per day but would cost a 10 million mail spammer $1000, probably higher than his or her expected yield from the spam.

Food Miles Silliness

Maybe its because I live in Phoenix, but the local food movement has always seemed silly to me.  To somehow argue that food grown in our 6 inches of annual rainfall is better for the environment than trucking product in from more suitable growing regions has always struck me as crazy.  Russ Roberts links several good articles on the local food movement, one of which included this nice snarky observation:

The result has been all kinds of absurdities. For instance, it is sinful in New York City to buy a tomato grown in a California field because of the energy spent to truck it across the country; it is virtuous to buy one grown in a lavishly heated greenhouse in, say, the Hudson Valley.

Not Particularly Surprising

Natural seeps in the Gulf of Mexico release more oil each year than even the most recent oil spill.  Somehow, nature consumes this oil with only a few tar ball showing up on beaches.  Which is why this is not hugely surprising

The oil slick in the Gulf of Mexico appears to be dissolving far more rapidly than anyone expected, a piece of good news that raises tricky new questions about how fast the government should scale back its response to the Deepwater Horizon disaster.

The immense patches of surface oil that covered thousands of square miles of the gulf after the April 20 oil rig explosion are largely gone, though sightings of tar balls and emulsified oil continue here and there.

Reporters flying over the area Sunday spotted only a few patches of sheen and an occasional streak of thicker oil, and radar images taken since then suggest that these few remaining patches are quickly breaking down in the warm surface waters of the gulf.

I Do Not Think That Word Means What You Think It Means

Today's word in question:  "safe"

The Environmental Protection Agency is holding public hearings today to review a proposed safe exposure limit for dioxin, a known carcinogen and endocrine disruptor produced as a common industrial byproduct.

It's all but impossible to avoid exposure to dioxin. Research done by the Environmental Working Group has shown that adults are exposed to 1,200 times more dioxin than the EPA is calling safe "” mostly through eating meat, dairy and shellfish "” and mothers pass it on to babies in the womb and in breast milk. A nursing infant ingests an amount 77 times higher than what the EPA has proposed as safe exposure. (Formula is also widely contaminated with the stuff.)

If you tell me that despite falling cancer incidence and survival rates and longer life-spans, we are all exposed to a chemical at 1200x its "safe" level, I might argue that we have defined the safe level too low.  Of course, the author draws just the opposite conclusion, arguing the standard needs to be tightened.

Two observations

  1. Things are getting better.  Apparently dioxin emissions (mostly from burning trash) have fallen by 90+% over the last twenty years.  In the blog post above, the author lambastes the EPA for dragging its feet on this standard for 30 years, but the lack of it sure does not seem to have been a problem

  2. I am not sure how setting a dioxin standard by the EPA is going to help.  Since most dioxin makes its way into the food chain (such as into dairy products), I suppose this would then give the government license to pound dairy farmers for the dioxin content of their products.  But what does this get us, and how is this the dairy farmers' fault?  For the last 30 years, as described at this site, the EPA and voluntary efforts by emitters have been working step by step through the pie chart above, knocking off the worst emitters.   You can see that clearly in the change of mix and the overall reduction.  This seems like a smart strategy.

Green Triumphalism

Via a reader, the cost of a few politicians deciding that there absolutely had to be an Australian-assembled hybrid.

"My wife was looking for an Australian-made hybrid car," Rudd told John Laws in March, 2007, "and I'm sure some of your listeners would have found this out "“ you can't find one.

"So, that started me thinking about why don't we have one in this country."

There are certain people from whom the phrase "that started me thinking" serves as a 150-decibel alarm. We weren't to know it at the time, but Kevin Rudd turned out to be one such bloke. Instead of settling on a nice secondhand Prius, Rudd's simple quest to find some wheels for the missus quickly led, once he was elected, to the $500 million Green Car Fund.

Why couldn't Ms Rein have been interested in something less expensive, like knitting? No, scratch that "“ once her husband "started thinking", we'd have been stuck with a $2 billion National Crochet Initiative.

Subsidies appear to amount to about $(AU)100,000 per private car sale.  This is a sort of new brand of left-progressive triumphalism that reminds me of an essay Ayn Rand wrote decades ago on statism and prestige.  These are the modern Green equivalents of the Brandenburg Gate -- they cost a lot of money, they don't really do anything useful, but everyone can point at them and marvel.

And speaking of which, our current Administration in the US in by no means immune

U.S. President Barack Obama will attend a groundbreaking ceremony on Thursday for an LG Chem plant in Holland, Michigan, the company said Sunday. It is very unusual for an incumbent U.S. president to appear at such an event for a foreign company, and it is the first time for a Korean firm.

LG is investing US$300 million to build the plant which will produce batteries for electric vehicles. First-phase commercial production is scheduled to begin in the first half of 2012, and once completed in 2013 the plant will churn out lithium ion cells for 200,000 hybrid cars annually.

Ah, there Coyote goes exaggerating -- because the article explicitly says that a private company will be investing the money, so this isn't really a government project.   Ah, but read to the last paragraph

As part of efforts to revive the auto industry by bringing more green vehicles to the road, the U.S. government has lent considerable support to LG's Holland plant, including $151 million from a federal stimulus program. The Michigan state government also offered tax cuts worth $130 million, which together with the stimulus funds will almost offset LG's entire construction costs. The plant will help ease unemployment in the state by creating some 400 jobs, U.S. media reported.

So $281 million of the $300 million LG is investing is actually taxpayer money.  More brave capitalists! But fortunately we will have lots more batteries so rather than burn gasoline, electric vehicles can charge themselves from coal plants.

PS- Don't forget the jobs, though, created for the low low taxpayer cost of $702,500 each!

PS #2 - I had not noticed before I wrote it, but both of these articles also share in common the government subsidizing foreign companies to manufacture in their country, rather than producing these goods elsewhere and importing them.  This reduces the benefit of these investments even further - its pretty clear that both batteries and Prius's would have been made somewhere in the world, so they would have been available to consumers (probably at lower prices), but these investments merely were to shift production across some line on a map.

Update: John Stossel discusses another form of modern statist triumphalism -- the government-funded sports stadium

South Africa's ability to pull it all together for six weeks doesn't mean the World Cup will be a net benefit to the country in the long term. As the ESPN video below explains, South Africa's government spent $6 billion on the tournament. Tournament-related revenues are expected to fall well short of that figure. Some of the hundred million dollar stadiums built for the tournament won't get much use now that the games are over. The video points to one stadium built for the tournament which will likely remain vacant"”it sits over over slums that lack running water.

Fond memories of the month South Africa performed marvelously on the world stage are nice. But $6 billion is a lot to pay for a memory. These spectacles"”the World Cup and the Olympics"”are nearly always money losers. They're a lousy investment in wealthy countries. They're particularly garrish in countries that aren't as affluent.

Remember that Greece got the same kudos for not screwing up the Olympics, but years later it sure seems like the $15 billion that was sunk into those games by the Greek government has contributed to its financial crisis.

Are "Green" Consumers Dumb Enought to Buy This? Probably

If it is one thing I have learned after reading "green" sites like this one, most greens don't seem very thoughtful about parsing green claims.  So this fairly outrageous ploy by hotels will probably work:

Guests checking into the Westin Kierland Resort and Spa or Sheraton Phoenix Downtown Hotel can do more than order breakfast or request privacy by hanging a card outside their door.

They can also decline daily housekeeping service.

The hotels are among a small but growing group who have taken their in-room "green" initiatives up a notch, adding the option of no cleaning on top of existing options to reuse towels and forego fresh sheets.

What a great idea!  Redefine green as "not doing the basic job you are paying me to do."   This is amazing chutzpah, and at some level I tip my hat to them.  Spot a market inefficiency -- in this case the incredible gullibility of the greens -- and exploit it.

Happy Lenin's Birthday

Nothing better illustrates the succesful rebranding of most of the principles of socialism into environmentalism than Earth Day, itself a rebranding of Lenin's birthday.

It is no accident that all the things we supposedly have to do to fight climate change are the exact same things socialists used to demand under the banner of Marxism.

After the failure of communism in Eastern Europe, promoters found their message -- to give up our freedoms for the collective -- didn't really have much power.  I guess they deserve some credit as marketers to have successfully gotten so many people who rejected the socialist message to buy into the plea that they need to give up all their freedoms for a 0.01% change in atmospheric CO2 concentration.

It Seems I Was Right About Daylight Savings Time

For years I have said that daylight savings time likely made no sense as an energy saving program.  It was first used back in World War I, when electricity demand was primarily driven by illumination.  At that time, shifting the clock around to better match working hours with sunny hours (ie times with natural light) probably did save electricity.  But today, electricity demands are driven much more heating and cooling.  The same logic no longer holds.  In Arizona, the earlier the sun goes down, the less electricity we have to use when we are home in the evenings to keep the house cool.

It seems that research has confirmed my gut feel:

The result of the study showed that electricity use went up in the counties adopting daylight saving time in 2006, costing $8.6 million more in household electricity bills. The conclusion reached by Kotchen and Grant was that while the lighting costs were reduced in the afternoons by daylight saving, the greater heating costs in the mornings, and more use of air-conditioners on hot afternoons more than offset these savings. Kotchen said the results were more "clear and unambiguous" than results in any other paper he had presented.

Of course, daylight savings time will never go away, because modern environmentalism has become more a matter of making empty feel-good gestures than performing rational acts that actually improve something.

Environmental Theater

Via Maggies Farm, much of your recycling ends up in a landfill, so that much of our recycling effort is just an empty ritual, a ceremony of dedication to the Earth mother god without any actual consequences.  I have written for years that only aluminum and certain other metals really makes economic sense to recycle, so effort on all those other materials is just a fiscal loss to municipalities to save landfill space that is not really even running short.  Given this, it is not surprising that, behind our backs, cash-strapped local governments are just dumping it.

This is a theme of my comments next week at a forum on alternative energy -- no business model (save perhaps farming, which the public seems willing to subsidize forever) is sustainable if it requires constant subsidies - at some point, the public wearies of the fiscal drain, or the growth of the business makes the subsidies too large to sustain.

By the way, don't even get me started on the government-enforced labor involved.  10 minutes a week per person is 2.6 billion man-hours a year of forced labor.  I remember old Loony Tunes cartoons where some guy is sorting mail into slots and on the other side of the wall you see all the mail from the various slots being sent back into a single bag.  Given that the government forces us to expend this labor, forgetting the individual liberty aspects of it, is this really the best use of 2.6 billion man hours?

Postscript: Every time I write about recycling, I get this:  Well, we agree that mostly it does not save energy and we agree it does not save money (even though we told everyone it did) but you are forgetting about landfill space.   OK, here is a take on landfill space -- it turns out that it is not running out, as technology and innovation  (and the profit motive) have expanded the capacity of existing landfills.

More Fallout from Biofuel Subsidies

For a variety of reasons that have a lot more to do with subsidizing preferred business interests than energy or environmental policy, Congress has fallen in love with biofuel subsidies and mandates.  We've talked quite a bit on this site about ethanol.  Here is another example, via Mark Perry:

It sounded like a good idea: Provide a little government money to convert wood shavings and plant waste into renewable energy.

But as laudable as that goal sounds, it could end up causing more economic damage than good -- driving up the price of raw timber, undermining an industry that has long used sawdust and wood shavings to make affordable cabinetry, and highlighting the many challenges involved in decreasing the nation's dependence on oil by using organic materials to create biofuels.

In a matter of months, the Biomass Crop Assistance Program -- a small provision tucked into the 2008 farm bill -- has mushroomed into a half-a-billion dollar subsidy that is funneling taxpayer dollars to sawmills and lumber wholesalers, encouraging them to sell their waste to be converted into high-tech biofuels. In doing so, it is shutting off the supply of cheap timber byproducts to the nation's composite wood manufacturers, who make panels for home entertainment centers and kitchen cabinets.

The federal government can provide up to $45 a ton in matching payments to businesses that collect, harvest, store and transport biomass waste to an authorized energy facility. That means sawdust or wood shavings may be twice as valuable if a lumber mill sells them to a biomass energy company instead of to a traditional buyer.

This is bad news for the composite panel industry, which turns these materials into particleboard and medium-density fiberboard, and outranks the U.S. biomass industry in terms of employees and economic impact, with 21,000 employees and annual sales of $7.9 billion, according to 2006 U.S. Census data.

The article poses this as a dueling jobs situation, but the result not only leaves us worse off economically, it leaves us worse off environmentally.   And the explanation is all Hayek and the limits on information possessed by a few individuals in Congress vs. 300 million market actors.  It is pretty clear to me that, to whatever extent Congress even thought at all about this legislation, they must have assumed that wood shavings were "waste."  What happened, most likely, is some entrepreneur and his VC backers came to Congress saying that all this sawdust is just wasted and if you give us a fat subsidy, we can build a valuable business burning it for power.

But in fact, businesses (no matter how much environmentalists believe otherwise) abhor waste.    When a tenth of a percent on margins is important, a lot of people have financial incentives to either reduce the waste or do something productive with it.  Which is why there is a whole industry using sawdust and chips already to make various building products.  And I won't go into the math, but trust me that this kind of use for waste is far more efficient, both economically and environmentally, for the waste than just burning it.

Unfortunately, I Have Lately Had Cause to Lament the Same Thing

The hidden hand behind this unsanitary calamity is the US government. The true origin of the mess was not in the hour before I arrived but back in 1994, when Congress passed the Energy Policy and Conservation Act.This act, passed during an environmentalist hysteria, mandated that all toilets sold in the United States use no more than 1.6 gallons of water per flush. This was a devastating setback in the progress of civilization. The conventional toilet in the US ranges from 3.5 gallons to 5 gallons. The new law was enforced with fines and imprisonment.

For years, there was a vibrant black market for Canadian toilet tanks and a profitable smuggling operation in effect. This seems either to have subsided or to have gone so far underground that it doesn't make the news. I've searched the web in vain for evidence of any 3.5 or 5.0 gallon toilet tanks for sale through normal channels. I wonder what one of these fetches in the black market. This possible source has no prices and an uncertain locale.

The toilet manufacturers, meanwhile, are all touting their latest patented innovations as a reason for the reduced hysteria surrounding the toilet disaster. I suspect something different. We have all gotten used to a reduced standard of living "” just as the people living in the Soviet Union became accustomed to cold apartments, long bread lines, and poor dental care. There is nothing about our standard of living that is intrinsic to our sense of how things ought to be. Let enough time pass and people forget things. So let us remember way back when:

  • Toilets did not need plungers next to them, and thank goodness. Used plungers are nasty, disease carrying, and filthy. It doesn't matter how cute the manufacturer tries to make them or in how many colors you can buy them. In the old days, you would never have one exposed for guests. It was kept out in the garage for the rare occasion when someone threw a ham or something stranger down the toilet.
  • Toilet paper was super thick and getting thicker. None of this one-ply nonsense.
  • You never had any doubt about the capacity of the toilet to flush completely, with only one pull of the handle. The toilet stayed clean thanks to five gallons of rushing water pouring through it after each flush.

It concludes:

"Capitalism achieved something spectacular in waste disposal. Government came along and took it away from us."

Government Picking Losers

I am done using the phrase "dangers of government trying to pick winners" because it implies that they sometimes might be successful.  They never are.  When governments choose, they choose losers.

I get a lot of pushback on this, because it seems to offend people's intuition.  They will say they know lots of good people they trust in government -- there is no way that all these smart, well-intentioned people are going to be so consistently wrong.

But the argument against government in this case (and in most other cases) is not based on the IQ or goodness of the individuals that populate it.  The argument is that even good people in groups make terrible decisions due to problems with their information and incentives.

The information problem is one that Hayek is famous for addressing.  In short, there is simply too much to know to make decisions for the entire economy.  In fact, folks with high IQ's often do especially poorly in this context, because they tend to overestimate their own knowledge and problem-solving ability.   And, even if one could be omniscient, it is still impossible to pick winners because 300 million people have different preferences and so one solution based on one set of idealized or mean preferences is going to sub-optimize for a lot of people  (remember this now that we all have to have health insurance plans on the exact same terms and coverage).

The incentives issue is perhaps an even more powerful problem.  We only have to look at the most recent health care bill and its progress through the legislative process to understand the power of incentives to shape rules and legislation in absurd ways.

Ethanol is a great illustration.  Scorned by scientists as both bad energy policy and bad environmental policy, ethanol mandates and subsidies do nothing but hurt the environment.  Ethanol generally takes more fossil fuels to produce than it replaces, it does almost nothing to reduce CO2 emissions, and it creates new environmental issues with land use as well as social issues from rising food prices.  If you listed a hundred potential legislative initiatives to improve the environment and energy policy, ethanol would likely be in the bottom 10.  But never-the-less, it is consistently the number 1 legislative solution adopted by western democracies, including the supposedly science-based Obama administration.

I used to say that if we could move the first Presidential primary out of Iowa, ethanol might go away, but obviously that understated the appeal of subsidizing the agricultural industry under the thin veneer of environmental policy, as demonstrated by these nutty large subsidies in Europe.  Via Carpe Diem:

Biofuels production in Europe is heavily subsidized. Support has also been increasing in the past years and today stand at approximately EUR4 billion ($5.76B). Another way to look at subsidies is that every litre of ethanol consumed in Europe gets 0.74 EUR (about $4 per gallon) and every litre of biodiesel 0.5 EUR ($2.72 per gallon). The effective rate of assistance to biofuels (taking account of all measures of support) adds up to more than 250% for ethanol (see chart above). Biodiesel, and especially rapeseed crops, have lower effective rates of assistance (up to approximately 60%).

This structure of support and protection is not economically sustainable. It is rather close to economic madness to pursue the sort of self-sufficiency or industrial policy ambitions that have guided EU policy towards biofuels. The total cost of every unit of biofuel becomes far too high, which slows down the readiness to shift away from fossil fuels.

The biofuels policy in the European Union is a classic example of "green protectionism" "“ protectionism that is not motivated for the benefit of the environment, but which uses environmental concerns to pursue non-environmental objectives. The European Union runs an extensive policy for subsidies to biofuel production. Border protection increases the level of subsidy by giving a market support from consumers to producers. Standards are used to favour domestically produced biofuels. It is difficult to escape the picture of a policy driven by industrial ambitions rather than environmental concerns. The intention and/or the effect of Europe's policy is associated with beliefs of self-sufficiency. Obviously, trade is not considered to be an integral part of an environmental ambition to shift from fossil fuels to biofuels.

Wherein I Actually Agree with Dianne Feinstein

A lot of climate skeptic sites are jumping on the apparent irony of this story:

Senator Dianne Feinstein introduced legislation in Congress on Monday to protect a million acres of the Mojave Desert in California by scuttling some 13 big solar plants and wind farms planned for the region.

But before the bill to create two new Mojave national monuments has even had its first hearing, the California Democrat has largely achieved her aim. Regardless of the legislation's fate, her opposition means that few if any power plants are likely to be built in the monument area, a complication in California's effort to achieve its aggressive goals for renewable energy.

I think that there is an important lesson here that even "clean" energy sources have environmental downsides.  Its funny how things come full circle - thirty years ago I used to argue with people who had obsessive concerns about nuclear waste.  I would say that the volume of waste was really small, and in fact coal and oil were no different in that they generated a lot of waste but that they spewed their waste all over the atmosphere -- at least nuclear waste was compact and defined and easy to store.

Anyway, I actually think Feinstein is correct here.   Here is the origin of the plot of land:

For Mrs. Feinstein, creation of the Mojave national monuments would make good on a promise by the government a decade ago to protect desert land donated by an environmental group that had acquired the property from the Catellus Development Corporation.

"The Catellus lands were purchased with nearly $45 million in private funds and $18 million in federal funds and donated to the federal government for the purpose of conservation, and that commitment must be upheld. Period," Mrs. Feinstein said in a statement.

I have some bias in this, because my personal charities of choice tend to be private land trusts, that use private funds to buy lands for conservation.   I have always argued from an individual liberty angle that people who want land conserved shouldn't be demanding that government take it, they should be putting their money where their mouth is and helping to buy the land.  This story actually gives me another argument, because you can see that the private conservation buyers made a mistake in giving it to the Feds.  The Bush Administration, looking to score a PR victory in the alternative energy front, reneged on the promised conservation and committed the land to solar projects.

I thought this was really funny -- from an email I got today:

With water supplies drying up in the next 10 years, the Salton Sea poses an economic and ecological threat to the Coachella Valley and large portions of Riverside and Imperial counties. And while plans to restore the Salton Sea exist, government funding and determination to tackle this potential multi-billion disaster have not materialized.

Why is this funny?  Because the Salton Sea is the result of a man-made environmental disaster about a century ago.  The lake formed when floodwaters from the Colorado River roared down a man-made canal, breached a dike, and formed the lake.  Since then, this record "spill" which dwarfs the sum total volume of every oil spill of all time has been slowly drying up like a puddle on the garage floor.  I suppose I am OK retaining it if people have gotten used to it, but I find it funny that the natural reversal of a man-made ecological disaster is itself an ecological threat.

The following, by the way, has to be the dumbest idea of all time from an economic and energy balance perspective:

The Imperial County Board of Supervisors and Imperial Irrigation District have voted to explore the Sea to Sea Plan, which not only brings water to the sea, but generates hydroelectric energy that will be used for desalinization of water that can then be sold to water users throughout the Southwestern United States and Mexico. This new, reliable water supply will generate funds for further Salton Sea restoration.

So we pay money to pump water out of the Sea of Cortez, but then somehow have this generate electricity that pays for desalinization to then pump the water back out of the Salton Sea for irrigation.  Sorry folks, but I think the second law of thermodynamics says this won't work.

Update: OK, from here, one source says the water generates energy via hydroelectric plants, which seems odd (pumping water up and then harvesting the energy going down never balances, though this is used in certain California lakes as a method of energy storage) while one source says the power is geothermal.  Hmm, does "half-baked" come to mind reading this?

Update #2:  Shouldn't desalinization occur as close as possible to the source?  Otherwise you are paying to pump tons of salt you are going to eventually remove.

Funny, But True

Sucking the Life Out of the Environmental Movement

One of the points I make in my climate lectures - global warming panic has sucked the life out of environmental concerns that matter.  Illustration - US sewage plants still making massive untreated dumps.

I know this might sound retro to some readers. But we need to finish what the early 1970s environmental pollution control laws set out to do: clean up all the sources of air and water pollution. The environmental movement has run out of steam and gotten distracted. Get back to the basics.

Agreed.  Another point I often make - we don't know how to keep growing China without creating CO2, but we do know how to grow China without making the air in cities like Beijing breathable.  Instead of talking to them about CO2 capture, what about air pollution 101 type things like ash bags and exhaust scrubbing?

And while I am on the topic, do we have to keep destroying the Amazon just to clear land to grow more plants for ethanol that in the end does nothing to abate CO2 emissions?

All Our Shower Heads In My House Have Been Hacked

The first thing I do when I buy a shower head is make sure that the design has a flow restrictor ring (put in to comply with US law) that can be removed.  First thing I do after I buy a shower head is remove the ring.

If they want me to use less water, then raise the price beyond the ridiculously low prices we have now, prices that clearly do not match supply with demand.  It is not we consumers in Arizona that are draining Lake Powell, it is politicians who price water below any kind of reasonable supply/demand clearing price to gain some incremental love at the ballot box  (also, politicians prefer command and control legislation of the shower head variety to allowing the price mechanism to work automatically).  More here.

Sucking the Oxygen Out of the Environmental Movement

I often conclude my presentations on climate that conservationists will likely look back in 10-20 years on the global warming hysteria as the worst thing that has ever happened to the environmental movement.  While we focus 110% of our attention on a trace, naturally occurring atmospheric gas that our bodies exhale and plants need to live, here is what we are not focusing on.

All the problems in these pictures are ones we demonstrably know how to solve while still allowing for the economic growth that is pulling a billion Asians our of poverty.  The same cannot be said for our current ability to eliminate CO2, and therefore most combustion, without imploding our economy.
