I disagree. They are not "ineffective".
They just effected all over us pretty effectively. We only wish they were ineffective. Did y'all catch the human prop at the signing of all that effectiveness?

I think the bolded word you're actually looking for there is "excreted".
And I think somewhere they got the mistaken idea that "effluent*" was synonymous with "affluent", and that effluence for the people was a good thing.
...but I could be wrong there.
