This sounds like one of those special purpose houses on campus, like the Hebrew House or Japan House or Russian House I had at my school. It strikes me more as a sociological experiment (with most likely self selected participants) than anything else, so some practical knowledge might be gained from it. If it were housing for 1,000 people, that would be a different story. (Admittedly, I don't know anything about UConn housing, maybe 40 is a standard housing unit? Even then, that's still a rounding error in their student population.)
Interesting who they got quotes from, though: An Africana major and a Puppetry major,
Read the small print: "and who identify as African American/Black or mixed-race will be prioritized in selection".
You don't really have to be black or mixed-race... just self-identify as such...
