It is probably a bad sign when your EPA administrator is better at hiding her email tracks than the CIA director.

    I'm guessing it's potential recipients of EPA money. Remember the uproar about W. Bush meeting privately with oil executives? The tax money the EPA is giving out makes those old concerns seem quaint.
